In early 2026, Russian regions halved elevator purchases for apartment buildings, according to industry monitoring data. The decision was made by the authorities of the constituent entities of the Federation, who are still unable to close the funding deficit in capital repair programs. First and foremost, houses where elevators have worked for more than the standard 25 years were affected.
The Ministry of Construction called the situation planned: the decrease in activity in the first months of the year reflects the preparatory stage. By April 1, 2026, updated schedules for replacing elevator equipment were signed in most regions — they clarified that the main contracts would be concluded in the second quarter.
Today, there are about 600,000 elevators operating in Russia. According to Petr Kharlamov, General Director of the Russian Elevator Association, about 100,000 of them will need to be replaced by 2030 due to resource depletion. However, the current pace of modernization is not keeping up with wear and tear: manufacturing plants are only 40–50% loaded. This leads to financial losses and postpones plans for technical modernization of production.
