The State Duma Committee on Economic Policy has prepared a proposal to launch an experimental legal regime ("sandbox") for testing 3D printing in construction. This was reported to Vedomosti by the Deputy Chairman of the Committee, Artyom Kiryanov. The initiative has been under development since 2024.
As Kiryanov explained, the purpose of the "sandbox" is not to learn how to print houses (they have been able to do this since 2017), but to work out legal regulation in real conditions: how to certify structures and who is responsible for the algorithm's decisions. In February, the proposal will be sent to the inter-factional working group on AI, and then to the Ministry of Construction, the Ministry of Economic Development, and the Ministry of Digital Development.
The Ministry of Construction noted that a number of regions have already implemented projects using 3D printing – residential buildings, public centers, hotels – and there are manufacturers of the necessary equipment on the market. At the same time, the ministry believes that the existing regulatory framework and development programs are sufficient for the introduction of the technology.
