Prosecutor General's Office Demands Transfer of Assets of Leonardo Airline Ticket Booking System Developer to the State

The first court hearing is scheduled for February 18, 2026

The Prosecutor General's Office of Russia has filed a lawsuit with the Nikulinsky District Court of Moscow to seize the assets related to the owners and structures of the company "Sirena-Travel" — the developer and operator of the Leonardo airline ticket booking system ("Леонардо") — and transfer them to the state, TASS reports.

The lawsuit was filed on February 4, 2026, based on the law "On Control over the Compliance of Expenses of Persons Holding Public Office and Other Persons with Their Income." The defendants include several dozen individuals and legal entities, including the General Director of "Sirena-Travel," Mikhail Baskakov, his son Innokenty Baskakov, Rasul and Ibragim Suleimanov, Konstantin Kivi, Artur Surinov, and Valery Nesterov. All of them own shares in the company directly or through affiliated structures. The first court hearing is scheduled for February 18.

"Sirena-Travel" is the largest Russian supplier of IT solutions for the aviation industry. Its Leonardo system manages schedules, booking, and sales of airline tickets. The solution was created jointly with the Rostec State Corporation and implemented in 2022–2023 as an import-substituting analogue of foreign services Sabre and Amadeus. Currently, Leonardo is used by more than 60 airlines.

In January 2026, the system temporarily failed due to a network failure, and passenger registration at Domodedovo Airport was conducted manually. Rostec then clarified that the problems were related to the infrastructure of the company "Sirena-Travel."

Details of the Prosecutor General's Office's requirements and the list of assets to be transferred to the state have not yet been disclosed.
