Ships Become More Expensive Due to Import Substitution: Plans to Supply Russian RSD59 Project Dry Cargo Ships Cut Almost in Half

The shipbuilding industry is facing a shortage of qualified personnel

In accordance with the government-approved plan for financing the program of preferential leasing of civil vessels, the volume of deliveries of the largest series of RSD59 project dry cargo ships is reduced by almost half, and their cost increases by a third. The State Transport Leasing Company (GTLK) should supply 18 vessels in the period from 2023 to 2028, for a total amount of 30 billion rubles.

In 2023, the United Shipbuilding Corporation (USC) concluded a contract with GTLK for the supply of 34 RSD59 project vessels at the Krasnoye Sormovo shipyard in Nizhny Novgorod. These vessels, 141 meters long and 17 meters wide, are designed for transporting grain, round timber, and coal. The initial cost of one vessel was 1.25 billion rubles, now it has increased to 1.67 billion.

At the moment, there has been no information about the transfer of at least one vessel to the customer. Sergey Lyashenko, General Director of Krasnoye Sormovo, reported problems with import substitution, which are delaying the execution of the contract. However, the shipyard's press service assures that all vessels will be launched by 2027.

Analysts attribute the increase in the cost of ships to a shortage of personnel, a high key rate, and problems with import substitution. Problems with the supply of foreign components for equipment, which accounts for up to 50% of the cost of ships, also affect the situation.
