The Minister of Digital Development of Russia, Maksut Shadaev, has ordered the creation of a working group aimed at combating the illegal use of "deepfake" technologies. The corresponding order was published on the ministry's website.
I order: to create under the Ministry of Digital Development, Communications and Mass Media of the Russian Federation an interdepartmental working group on the issue of countering the illegal use of technologies such as "Deepfake".
The head of the group is Deputy Minister of Digital Development Alexander Shoitov, and the secretary is the acting director of the cybersecurity department, Evgeny Khasin.
The main task of the working group will be to develop measures to combat the illegal use of deepfakes. These will include the creation of data protection technologies, the formation of legal regulation, and the development of educational programs for training specialized professionals.
Research shows that every second Russian is not familiar with the concept of "deepfake", while almost a third of employees of large companies have already encountered fraudulent attacks related to this technology. Deepfakes are videos, audiovisual materials, and images created using neural networks and virtually indistinguishable from real ones. The most common examples are hyper-realistic face replacements in videos, audio deepfakes, and photorealistic portraits used in advertising and social networks.
