The Federal Antimonopoly Service (FAS) is creating a platform to discuss airlines' complaints against airports.
Carriers complain about limited access to handling, catering, and refueling services, which in most cases are provided by companies affiliated with airports, affecting prices and quality.
Airlines propose increasing the number of independent operators and allowing independent aircraft and passenger servicing where technically feasible. The FAS plans to consider amendments to the rules on non-discriminatory access or develop new regulations.
Airports argue that independent players are difficult to find, especially in the regions, and competition should be formed based on demand.
