Requirements concern fuel, energy efficiency, and engines with a power output exceeding 130 kW

New requirements of Annex VI to the MARPOL Convention will come into force on August 1, 2025, according to the Russian Maritime Register of Shipping (RS) website. The changes were adopted at the 81st session of the IMO Marine Environment Protection Committee.

The updates concern three key areas:

  • The requirement for a sampling point has been removed for gas fuel supply systems. Corresponding changes have been made to the International IAPPC Certificate form. A list of mandatory information to be included in the delivery note for fuel with a low flash point has also been established.
  • Replacing a steam plant with a diesel engine with a power output exceeding 130 kW is now considered a replacement rather than the installation of new equipment. If the engine does not meet the TIER III standard, it must meet TIER II.
  • The list of data that ships are required to collect and transmit to the IMO has been expanded. This includes fuel consumption by type of consumer, the use of shore power and energy-saving technologies, as well as transport work. To meet these requirements, the Energy Efficiency Management Plan (EEMP) needs to be updated.

The collection of data on the expanded range will begin in the new calendar year. Existing ships that updated their EEMP before January 1, 2025, will include the new data in the report for the current year. For other ships, the deadline has been moved to 2026. New ships built after August 1, 2025, will begin collecting data immediately after commissioning.
