A record increase in tariffs for housing and communal services (HCS) has been recorded in Russia. It is due to high gas prices and the need to modernize communal infrastructure by 2030, according to Svetlana Razvorotneva, Deputy Chairman of the State Duma Committee on Construction and Housing and Communal Services.

Energy prices have risen significantly, and the share of gas costs in the heating system is 37%. Significant financial investments are required to repair and update communal infrastructure.

The communal infrastructure, which was created in Soviet times, has exhausted its service life. By 2030, we need to completely update it, which will require about 4.5 trillion rubles.

From July 1, 2025, the average increase in housing and communal services tariffs in Russia amounted to 11.9%. For comparison, in 2024, tariffs increased by 9.8%, and in 2023 — by 8.1%. In St. Petersburg, tariffs rose even more — by 14.6%.
