Transfers to a foreign bank may result in a 30-day account freeze

From June 1, 2025, private small receipts to bank cards and transfers from various individuals may be suspended in Russia, according to Senator Olga Epifanova.

Rosfinmonitoring has been granted the right to suspend suspicious transactions of citizens for up to 10 days without a court order. This may occur if the regulator suspects money laundering or the financing of extremism. These measures are aimed at strengthening control over the movement of funds in the fight against fraud and schemes related to the use of other people's cards, known as droppers.

Even legitimate transfers may be subject to restrictions if they seem suspicious: frequent small receipts, transfers from different people without explanation, debt repayments without supporting documents, or unusual expenses.

If Rosfinmonitoring receives information from the competent authorities of a foreign state, the transfer may be blocked for up to 30 days. The regulator is obliged to notify citizens of its decision on the same day. If a citizen requests the grounds for suspending the transaction, Rosfinmonitoring must provide the information within three business days. Russians can also appeal the regulator's decision through the Central Bank or the court.

To reduce risks, the senator recommended not sharing card details, not accepting money from strangers, and preparing documents confirming the money transfer in advance. It is also worth notifying the bank of atypical actions, such as traveling abroad.

The Federation Council also approved a bill introducing criminal liability for droppers, which supplements Article 187 of the Criminal Code of the Russian Federation ("Illegal trafficking of payment instruments").
