Over 16 Billion Rubles of Illegal Assets Reverted to State Revenue

The Leninsky District Court of Vladivostok granted the claim of the Prosecutor General's Office of the Russian Federation to recover over 16 billion rubles of corruption assets for the state revenue. They are related to the Petropavlovsk-Kamchatsky Sea Trade Port and the Kamchatka Shipping Company.

The main defendants in the lawsuit are former officials from the Kamchatka Territory — Yuri Zubar, Alexander Ivanchey, and Vladimir Balakaev. The Prosecutor General's Office demanded the transfer to the state of property acquired "as a result of violation by persons holding publicly significant positions of requirements and prohibitions aimed at preventing corruption."

The case was filed in court on December 9, 2024. Initially, there were 46 individuals and companies as defendants, but later their number increased to 65. Among them are Kamchatka Shipping Company LLC, Free Port Kamchatka LLC, and Universal Production Transshipment Terminal "YUG" LLC.

According to the Prosecutor General's Office, Zubar, Balakaev, and Ivanchey, through affiliated persons, owned and managed the sea port of Petropavlovsk-Kamchatsky and other assets. In December 2024, the court seized the property of the defendants, and security measures affected 41 legal entities, including Kamchatka Shipping Company LLC.

At the court hearing, the representative of the Prosecutor General's Office emphasized that a "major corruption act" had been committed, adding that all this was carefully concealed and encouraged by all participants in the corruption schemes. In total, the case has 530 volumes.
