Manufacturers of components for PD-8 and PD-14 aircraft engines, "ODK-Saturn" and "ODK-UMPO" (both part of the United Engine Corporation, UEC), were left without Chinese machines worth 2.7 billion rubles because they refused to award the contract to a company without experience in supplying such equipment. The Moscow Arbitration Court found that the machine procurement procedure was carried out with violations.

In August 2024, a request appeared in the AST GOZ system for the purchase of vertical turning lathes with a driven tool for a total amount of 245 million yuan. Three companies applied for the competition, including Superwave Group LLC from the Leningrad Region, but the commission removed it from the list of participants due to the lack of necessary experience.

The Superwave Group website states that the company is engaged in cutting microcircuits, assembling and packaging memory cards, producing packaging, etc. However, only companies that have completed at least two contracts for the supply of vertical turning lathes in the last five years could apply for the competition, while the total value of completed orders must be at least 5% of the initial maximum contract price.

Superwave Group did not have such experience, but the company filed a complaint with the FAS (Federal Antimonopoly Service) about unfair competition. And the antimonopoly service sided with the flash drive manufacturer, considering the exclusion from the contestants illegal. UEC tried to appeal the FAS decision through the court, but here too the decision was in favor of Superwave Group.
