The developer of Superjet and MC-21 aircraft, Yakovlev Concern (part of Rostec), has proposed introducing external management at the plants of aircraft component suppliers in the event of supply disruptions. The company formulated a proposal and sent it to the Ministry of Industry and Trade of the Russian Federation.
Deputy General Director of the company for logistics, procurement and material and technical support Oleg Nesterov noted that Russia needs a mechanism that allows, in the event of critical systemic disruptions, to introduce external management at an enterprise that does not fulfill its obligations or transfer intellectual property to an alternative developer.
The discipline of execution of a state civil order should be the same as that of a defense order.
Since 2023, in Russia, external management has been introduced at enterprises that disrupt state defense orders. Now this measure has been proposed to be extended to those who allow delays in the production of components for civil aircraft.
