Rosatom will force Finnish companies to pay more than 228 billion rubles

The corporation has filed a lawsuit against the Finnish Fortum and Outokumpu

The enterprises "TVEL", "Rusatom Energy International" and RAOS Project (all enterprises of the state corporation Rosatom) filed a lawsuit with the Arbitration Court of Moscow against the Finnish energy company Fortum and steel producer Outokumpu. The total amount of claims exceeds 227.79 billion rubles.

The application was submitted to the court on April 30. The state corporation applied with a request for compensation of losses caused by unlawful termination of the EPC contract for the construction of the Hanhikivi-1 NPP, violations of the fuel contract, shareholder agreement and refusal to return the loan. Fortum and Outokumpu were minority participants in the Hanhikivi NPP project.

Rosatom and the Finnish Fennovoima concluded a contract in 2013 for the construction of the Hanhikivi-1 NPP. The total cost of the station project with one power unit, which was planned to be implemented in northern Finland, was estimated at 7-7.5 billion euros.

In early May 2022, Fennovoima announced the termination of the contract with the Finnish company Raos Project, which is part of Rosatom, for the construction of the Hanhikivi-1 NPP, citing delays in fulfilling obligations from the Russian side.

In December, the international dispute resolution board recognized the termination of the contract as illegal. The council also recognized the refusal of Fennovoima to accept the work performed by RAOS Project as a supplier under the contract as illegal.
