The "Rassvet" satellite constellation will provide passengers with Internet access on air and rail trips

The State Commission on Radio Frequencies has determined the conditions for the operation of the Russian low-orbit satellite constellation called "Rassvet". The domestic analogue of Starlink is being developed by "Bureau 1440" (part of "IKS Holding"). According to the commission's protocol of December 24, the launch is scheduled for 2027. By 2030, the company plans to launch a constellation of 383 satellites, 91 of which will be replaceable. 106.6 billion rubles from the federal budget and 329 billion rubles of the company's own funds will be allocated for the implementation of this project.

Frequency ranges have been allocated for the operation of the "Rassvet" group for both fixed and mobile earth stations, which will be installed on board aircraft and on railway transport. In May 2024, "Bureau 1440" signed cooperation agreements with Aeroflot and Russian Railways.

Key requirements for the operation of the group:

  1. All traffic from earth stations must pass through an interface station located on the territory of the Russian Federation.
  2. Priority use of Russian radio electronics.
  3. The system should not interfere with the operation of radio-electronic equipment of state bodies.

In addition, as Oleg Ivanov, General Director of the Radio Research Institute, explained, ground stations should not operate within a radius of 0.5–3.5 km from airport boundaries. This decision is due to the need to avoid a negative impact on the operation of radio-electronic equipment for air traffic control and navigation systems.

The Ministry of Digital Development emphasized that the implementation of the initiative will not affect passenger safety and will provide communication en route, and the development of a low-orbit satellite constellation and a domestic component base remains a priority for the ministry.

"Bureau 1440" noted that all key units, products, components and devices are developed and manufactured within the company, using the domestic electronic component base wherever possible.

Nevertheless, the dependence of Russian manufacturers on foreign components and limited production capabilities may slow down the process of mass production of satellites. As Ruslan Permyakov, Deputy Director of the Center for Competencies of the National Technology Initiative, noted, this raises concerns about the timely deployment of the satellite constellation.
