The "PROSobytie" software package identifies 80,000 road incidents daily

Moscow authorities are intensifying efforts to improve the "PROSobytie" video analytics system, which uses neural networks to identify abnormal situations on the roads. Since its creation in 2023, the software package has been recording 80,000 incidents daily, such as illegal parking and the presence of garbage on the roadway.

Approximately 220 million rubles are planned to be allocated for the development of the system, including the creation of a new module that will coordinate the actions of the situation center and the "Road Patrol" of the Center for Traffic Management (TsODD).

TsODD announced a tender for the refinement of the "unified automated system for aggregating and processing incidents 'PROSobytie'" on October 3. It is expected that the contractor will develop several dozen algorithms over a year and a half (522 days) to validate incidents on the streets, including those related to parking, garbage, and the appearance of pedestrians in prohibited areas. Two applications were submitted for the competition. On October 23, the winner was the participant who offered to perform the work for 220 million rubles. His name will be known after November 5, when the contract is signed.

How neural network technologies were implemented to control the situation on the roads of the capital

Neural network technologies for detecting road incidents began to be implemented in the city in 2022. Initially, a contract for 4.2 billion rubles was concluded with the company "Spetsdorproekt", under which 1.4 thousand "smart" cameras were installed on the Moscow Ring Road (MKAD) and other highways.

In the first year of using the system on the ring road, the number of fatalities in accidents decreased by 30%. In 2023, TsODD, in collaboration with "Stroy Invest Proekt", created a separate software package "PROSobytie" for the automatic collection of data from cameras. The development work cost 297 million rubles.

In August 2025, it was reported that 1.5 thousand smart cameras were monitoring the MKAD, partially the tunnels and the Moscow High-Speed Diameter, recording 13 types of incidents. Since the beginning of 2025, about 1 million events have been registered. Currently, TsODD has more than 3.8 thousand automated violation recording systems and more than 5.7 thousand CCTV cameras, including 1.4 thousand installed in 2022.

In the first nine months of 2025, 11% fewer accidents and 18% fewer injuries were recorded on the MKAD compared to the same period in 2021. Artificial intelligence quickly recognizes accidents, allowing the "Road Patrol" service to intervene promptly to remove damaged vehicles from the road. The system also records cases of illegal parking and the presence of people in prohibited areas, transmitting information to the operator for further interaction with the traffic police. In addition, "PROSobytie" can determine delays in tram traffic using AI.

Why it is necessary to expand the capabilities of the "PROSobytie" system

Representatives of TsODD noted that the expansion of the system's capabilities is necessary due to the constant appearance of new cameras and road facilities in the city. Plans include adding a module to coordinate the actions of the "Road Patrol" and the mayor's office situation center. These and other improvements are aimed at speeding up the processing of incidents and coordinating the actions of all services involved in the process.

Petr Shkumatov, head of the "Protection of Motorists' Rights" working group of the "All-Russia People's Front", assesses the mayor's office system as useful. He noted that the number of situations that could cause secondary accidents has significantly decreased.

If something happens on the MKAD now, for example, a car breaks down, the traffic police or the "Road Patrol" arrive quite quickly, in 10–20 minutes. And before, traffic jams formed in which people could stand for hours.
