A separate financing system is planned for small aircraft manufacturers in Russia, and the Ministry of Industry and Trade is ready to undertake the development of the most complex components and technologies. The head of the department, Anton Alikhanov, announced plans to support the industry at a round table on the development of small aviation in Nizhny Novgorod.
This refers not only to ready-made aircraft, but also to the results of research and development work that can be used by several Russian manufacturers at once.
A separate program of preferential funding is also planned for enterprises in the industry. According to Alikhanov, the interest rate on such loans should remain affordable for small companies that find it difficult to independently attract funds for long-term and capital-intensive aviation projects.
The new measure comes against the backdrop of the formation of Russia's own line of aircraft for local and regional transportation. One of the key projects remains the nine-seat LMS-901 "Baikal", which is being created as a light multi-purpose aircraft with a domestic power plant.
In parallel, the 44-seat turboprop TVRS-44 "Ladoga" is being developed. According to current plans, its tests should begin in the IV quarter of 2026, and certification is expected in 2029.
A domestic component base is already provided for "Baikal" and "Ladoga": in particular, the Ural Civil Aviation Plant plans to install Russian radio equipment on both aircraft.
In fact, we are talking about the formation of a full-fledged industrial base for small aviation - from the development of engines, onboard systems and components to the serial production of aircraft.
