Denis Kolomentsev: "There is no talk of technological sovereignty today"

Recently, Russia planned to produce more than 1000 domestic aircraft by 2030, but now only a fifth of these plans may remain. Denis Kolomentsev, a deputy of the Voronezh City Duma and an engineer, drew attention to the sharp reduction in targets.

According to him, the government initially estimated the production plan at 1081 aircraft. Then the figure decreased to 994 aircraft, and later estimates of 500 machines appeared.

In 2025, Rostec CEO Sergey Chemezov stated that about 200 aircraft might be sufficient for Russia until 2030.

There is no talk of technological sovereignty today. The criminal policy of purchasing foreign civil aircraft has practically killed the domestic aviation industry. Today, the government has decided to revive aircraft production. They were developed in the 70s-80s in the USSR — Tu-204, Tu-214, and Il-96. Modern developments are impossible due to the collapse of the scientific and technical school.

The deputy considers the timing of the new liners' release to be a separate problem. Certification of the import-substituted SJ-100 is planned to be completed by the end of 2026, and the MC-21 in 2027. At the same time, serial deliveries of these aircraft are expected no earlier than 2026–2027.

Recall that the KPGA was adopted in 2022, the program has undergone several changes. In its current public version, it provides for the production of 994 civil aircraft and 765 helicopters by 2030.
