Russia is discussing the implementation of a system for marking international calls starting March 1, 2027. According to the Ministry of Digital Development, Communications and Mass Media, the costs for telecom operators to launch and support such a system could amount to about 3 billion rubles per year. "VimpelCom" states that they already inform subscribers about international calls, noting that these measures require significant resources and are financed by the operators' own funds.

In a simple version, it is proposed to mark a call as an "international call," and if technically possible, to indicate the country.

The initiative is part of the second package of measures against phone fraud. It complements the existing system, where operators mark calls from legal entities starting September 1, 2025.

Currently, the "big four" operators already have similar technologies, but they believe that the new system will require additional costs, as it involves separate technical adjustments based on existing solutions.

The growth of international calls amounted to about 30% after voice calls were blocked in messengers, T2 reported. They believe that launching the marking system would require significant investments in equipment and infrastructure.

"MegaFon" also stated that marking with country indication would require infrastructure upgrades. However, the marking mechanisms themselves are already partially implemented by operators. MTS declined to comment.

According to experts, marking itself is not a complete protection against fraudsters — it provides additional information about the call, based on operator data.

They consider cryptographic authentication of calls to be a more effective measure, where a call is signed with a digital certificate, and the receiving party can verify its authenticity.
