Russia Limits Number of Bank Cards Per Person

Russia has set a limit on the number of bank cards an individual can obtain. The law was signed by Russian President Vladimir Putin. This new measure is part of the second package of initiatives to combat cyber fraud.

According to the new rules, an individual cannot possess more than 20 bank cards simultaneously. However, the Central Bank of Russia, by decision of its board of directors, may allow this limit to be exceeded in specific cases.

Additionally, a unified system for tracking bank cards will be introduced. Banks will be required to submit data on the number of cards held by clients, as well as their card numbers, to this system. This will enable more precise control over the use of payment instruments.

This measure is intended to reduce the risks of fraud and simplify the monitoring of financial transactions. According to its proponents, it should decrease the number of schemes involving the mass issuance of cards to straw persons, and also facilitate the detection of suspicious operations.
