Fines for user authorization via foreign services introduced for websites in Russia

President Vladimir Putin signed Federal Law No. 199-FZ of June 26, 2026, "On Amendments to the Code of the Russian Federation on Administrative Offenses." The document provides for the introduction of fines up to 700 thousand rubles for website owners for authorizing users using foreign services, including email.

The law is published on the official portal of legal acts. Responsibility is placed on legal entities and individuals, not on users.

According to current legislation, authorization in Russia must be carried out using a Russian mobile operator's number, the "Gosuslugi" portal, the Unified Biometric System (EBS), as well as another information system owned by a citizen of the Russian Federation or a domestic company. If this requirement is not met, the violator is subject to a fine of 10-20 thousand rubles for individuals, 30-50 thousand rubles for officials, and up to 700 thousand rubles for companies.

The law prohibiting authorization on Russian websites using foreign services was introduced in 2023. Users are no longer offered quick registration or login to the site via Google, Apple ID, and other accounts.
