Russia wants to strengthen carsharing user verification. The idea is that only the actual account owner, not another person using someone else's profile, can take a car. To achieve this, authorities are considering biometrics and state verification systems. This is intended to combat driving without a license, minors behind the wheel, and transferring accounts to unauthorized individuals.
One of the largest carsharing operators, "Delimobil", has already appealed to the government with a request to involve the company in the discussion of such a system. The operator also asks for clarification on how the new mechanism will work. This is stated in a letter from Delimobil CEO Vincenzo Trani, sent on June 8 to the heads of the Ministry of Digital Development Maksut Shadaev and the Ministry of Transport Andrey Nikitin.
The government explained that the rules for applying biometrics in carsharing and kicksharing will be discussed with the industry. The Ministry of Digital Development confirmed receipt of the appeal.
The idea itself is already enshrined in the plan for implementing the presidential strategy to improve traffic safety, which Prime Minister Mikhail Mishustin approved in May 2026: the document states that carsharing users can be verified through the Unified Biometric System.
The Center for Biometric Technologies explained that such verification should exclude identity substitution and gaining access to a car through someone else's account. The mechanism will also help verify the driver's identity and the presence of a license.
A source close to the government says that the pilot project involves connecting carsharing operators to systems using biometric data, such as "Gosuslugi".
Delimobil CEO Vincenzo Trani believes that direct authorization through the portal would be clearer for both users and operators. According to him, it is logical to rely on existing tools.
But for businesses, such a system can be expensive. According to Trani, operators will have to adapt information systems, set up interaction with state systems, comply with information security requirements, and work with personal data.
Polina Volkova, editor-in-chief of "Trushering" publication, suggested that stricter verification in rental cars should be subsidized from the budget.
