The project of the medium-haul airliner MS-21 faced problems not only due to sanctions and import substitution. Economist Mikhail Khazin expressed his opinion on the reasons for the delay in launching the aircraft into serial production.
According to him, a factor was the peculiarities of fund distribution between different industrial sectors.

The economist added that it is precisely in the existing financing schemes that difficulties can arise, affecting implementation timelines.
It should be noted that the MS-21-310 is a key aircraft for the aviation industry. Its development began back in 2002, and the first concept was presented in 2007.
Serial production is planned to begin in 2027. For now, the airliner is still undergoing certification tests.
