A unified technological platform for the creation and development of state information systems will appear in Russia. President Vladimir Putin signed the corresponding law. After the document comes into force, "Gostech" will be considered such a platform.
The law introduces a general concept of a technological platform for the creation, development, and use of information systems. It is expected to be a set of digital tools, technologies, databases, and other means on which participants can build and develop the information systems they need.
The platform can be used to create state, municipal, and other information systems. Participants can include federal and regional state bodies, local self-government bodies, public authorities of federal territories, and management bodies of state extra-budgetary funds.
Not only state structures will be able to work with the platform. Commercial and non-commercial organizations will also get such an opportunity, but only with a special permit from the relevant government commission.
The Ministry of Digital Development, Communications and Mass Media will be responsible for the functioning of the platform. The Ministry will become the authorized body and will begin to conclude agreements with potential participants on the use of the platform.
The law will come into force on September 1, 2027.
