Explanation for personnel reshuffle at UZGA emerges: billions spent on "Baikal"

Head of the Public Council of Rostransnadzor Commission Smirnov: the plant failed to cope with any of the assigned tasks

Regular changes of leadership at the Ural Civil Aviation Plant (UZGA) are due to the enterprise's failure to fulfill its assigned tasks. This was announced by Oleg Smirnov, Chairman of the Civil Aviation Commission of the Public Council of Rostransnadzor and Honored Pilot of the USSR.

According to him, sometimes a change of leadership is indeed useful if the previous team could not cope with production. However, at UZGA, directors are changed every few months, which paralyzes operations.

The plant itself is problematic. UZGA has always been a repair enterprise and has never before developed or produced aircraft or components itself. And the personnel reshuffle of previous years has already led to what it has led to. The plant has not coped with any of the assigned tasks, and it is unclear who to hold accountable for this now.

Smirnov also called for an audit of how billions were spent at UZGA on the development of the LMS-901 "Baikal".

Oleg Dotsenko became the new director of UZGA on May 15. He replaced Igor Ozar, who had been in office since September 2025. Russian Prime Minister Mikhail Mishustin stated that the "Baikal" should be ready for serial production no later than the end of 2026.
