Dagestan developed a program for the development of the electric power industry until 2036

Preparation for the autumn-winter period includes engineering protection against flooding

The Government of Dagestan has developed and submitted to the Russian Ministry of Energy a draft program for the development of the electric power industry for the period until 2036 and for the future until 2050, the press service of the republican government reported. The document was prepared on behalf of the Minister of Energy of the Russian Federation.

The project was presented at a meeting of the federal headquarters for stabilizing the situation in the electric grid complex, which was held in Makhachkala. As the acting Minister of Energy and Tariffs of the republic reported, during the state of emergency and until the full restoration of resource supply, consumers are not billed and no penalties are applied. In preparation for the upcoming autumn-winter period, resource-supplying organizations are instructed to provide for measures in territories most susceptible to emergency risks, including engineering solutions for protecting facilities from flooding.

Energy Crisis of 2025

The need for a systemic solution to the problems was dictated by a series of emergency outages in 2025. In December 2025, due to a sharp deterioration in weather conditions – strong winds, ice, and wet snow sticking – numerous wire breaks and technological disruptions occurred in power grids. A special operating mode was introduced at "Dagenergo": over 72 thousand people in 17 districts of the republic, as well as in Makhachkala, Kaspiysk, Derbent, Kizlyar, Kizilyurt, and Dagestanskiye Ogni, were left without electricity.

In August 2025, torrential rains and mudslides de-energized about 156 thousand people in 69 settlements. In the summer of 2025, accidents at substations were recorded: on July 27, a transformer fire at the "Aktash" substation in the Khasavyurt district left more than 145 thousand people in four districts without electricity. According to the prosecutor's office, electricity losses in the republic exceed 48%, and in some areas, the total duration of interruptions from August to October amounted to almost 173 hours.

Mining Ban

One of the factors undermining the reliability of the energy system was uncontrolled cryptocurrency mining. From January 1, 2025, the Russian government introduced a complete ban on digital currency mining in Dagestan and nine other regions. The restrictions will be in effect until March 15, 2031. Despite the ban, illegal crypto farms are detected almost daily in the republic: equipment is disguised in orchards, basements of residential buildings, and even buried underground. In 2024 alone, the damage from illegal cryptocurrency mining exceeded 350 million rubles.
