Rosatom launches global construction: 26 NPP units being built abroad

Geography covers Turkey, Bangladesh, India, China, Hungary, Egypt, Uzbekistan and six other states

Rosatom is building nuclear power plants all over the world. Currently, the state corporation is simultaneously constructing 26 large-capacity power units and two small units in a number of countries. By the end of 2025, Rosatom's portfolio of foreign orders grew to $206 billion, and foreign revenue amounted to $16.5 billion. The state corporation's share in the total volume of Russia's non-raw material, non-energy exports is estimated at approximately 10–11%.

We continued to increase our competitiveness and entered international markets even stronger. As strange as it may sound, we need to build about 40 units in the country, and we are currently contracted for about 40 units abroad.

Recently, Rosatom head Alexey Likhachev announced new agreements with Kazakhstan, Vietnam, Myanmar, and Rwanda, as well as the completion of negotiations with Indonesia. Below is a complete list of current foreign projects.

Rosatom's foreign NPP construction projects

  • Akkuyu NPP (Turkey): Four units with VVER-1200 reactors of generation 3+. The first unit is 95% complete, with launch expected in late 2026. The project is implemented under the Build-Own-Operate model.
  • Rooppur NPP (Bangladesh): Two VVER-1200 units with a total capacity of 2.4 GW. Physical launch of the first unit took place on April 28, 2026, and nuclear fuel loading has begun. Electricity supply to consumers is expected by the end of the year.
  • Kudankulam NPP (India): Six VVER-1000 units with a total capacity of 6 GW. The first two units have already generated over 127 billion kWh. Commissioning of the third unit will begin in 2026.
  • Tianwan and Xudapu NPPs (China): Four new VVER-1200 reactors. In 2026, nuclear fuel supplies for unit No. 3 of the Xudapu NPP began.
  • Paks-2 NPP (Hungary): Two VVER-1200 units. The first concrete was poured on February 5, 2026. Rosatom's largest project on the European continent.
  • El Dabaa NPP (Egypt): Four VVER-1200 units of generation 3+. The reactor vessel of the first unit was installed in November 2025. The first NPP in Egypt's history.
  • NPP in Uzbekistan: Integrated configuration: two VVER-1000 units and two RITM-200N small reactors of 55 MW each. Concrete pouring began in March 2026.
  • Balkhash NPP (Kazakhstan): A 1200 MW project based on VVER-1200. Legal formalization is planned to be completed by May 2026. Construction will take about 11 years.
  • Ninh Thuan 1 NPP (Vietnam): Two VVER-1200 units with a total capacity of 2.4 GW. An intergovernmental agreement was signed in March 2026.
  • Small modular reactor power plant (Myanmar): An intergovernmental agreement on the construction of a small NPP has been signed. Expert consultations on contractual documentation are underway.
  • NPP in Rwanda: An agreement on construction has been reached. Project details have not yet been disclosed; the possibility of a small modular reactor NPP was previously discussed.
  • Floating NPP (Indonesia): At the first stage, the construction of a floating nuclear power plant is proposed. By the 2040s, Indonesia plans to reach 7–8 GW of nuclear generation.
