Russian Cabinet of Ministers Changes Localization Requirements for Laser Units in Machine Tools

The Government Replaced the Point-Based Assessment System with a Requirement for Device Origin

Starting from January 1, 2027, new localization requirements for laser optical units for the machine tool industry will come into effect in Russia. The Russian Government has approved amendments to the rules for confirming the production of industrial products within the country.

According to the updated procedure, the production of a laser optical unit will require the use of a laser with confirmed Russian origin, if stipulated by the design documentation.

Previously, a point-based system was used to assess localization in this area. Points were awarded for the availability of design and technological documentation, the performance of mechanical and thermal processing, the use of a Russian-made laser, as well as for the assembly and testing of equipment.

Now, instead of a list of individual technological operations, a single requirement for the use of a domestic laser is introduced. The corresponding decree was signed by the Chairman of the Russian Government, Mikhail Mishustin.

The changes will affect manufacturers of equipment and components for the machine tool industry operating in the laser systems segment.
