Three backbone operators have appealed to the Ministry of Digital Development, Communications and Mass Media with a request not to extend the requirements of the upcoming telecom reform to them, RBC reports. The companies believe that the new norms are designed exclusively for operators working with end-users (B2C) and ignore the specifics of infrastructure providers.
Earlier, the Ministry of Digital Development proposed replacing 17 types of licenses with three categories – basic (1 million rubles), universal (10 million rubles), and general (50 million rubles). Operators will also have to fulfill all requirements of the System for Ensuring Operational-Investigative Activities (SORM) before starting to provide services, and the current moratorium on scheduled inspections may be lifted.
The key problem for backbone operators lies in the requirements for territorial coverage. A general license implies connecting 10% of apartment buildings, while a universal one implies 15–30%. Alexey Zakrevsky, head of "GlobalNet," explained that their infrastructure consists of data centers and backbone channels, not connecting residential buildings. According to him, in the proposed model, there is simply no working license category for operators in their segment.
"GlobalNet" proposes evaluating such operators based on technical parameters: channel bandwidth, node fault tolerance, and participation in traffic exchange points. The company also asks to adapt SORM requirements for operators not working with end-users.
The Ministry of Digital Development confirmed receipt of the letter from "Rascom" and promised to consider it. No specific decisions have been made yet.
