Major tire manufacturers — Cordiant, Kama, Ikon Tyres, and Belshina — have appealed to the Eurasian Economic Commission with a demand to protect the market from growing imports from China. The companies have initiated a special investigation, following which quotas or duties of about 30% may be introduced, Kommersant reports.
The reason was a sharp jump in supplies. In 2024, a record 25.8 million passenger car tires were imported into Russia, and in 2025 — 25.4 million. China accounts for about 75% of imports. In 2025, Russia purchased Chinese tires for $510 million — 3.3 times more than in 2021.
Against this background, Russian factories are idle: their workload is estimated at 51%, and the production of passenger car tires has decreased by 20%.
Currently, there are more than 200 Chinese brands of passenger car tires in Russia, and they occupy a third of the market. The introduction of duties, according to experts, may lead to an increase in prices for cheap products. The decision is likely to be made in the fall. Anti-dumping duties of 14.79–35.35% have been in effect on truck tires from China in the EAEU since 2021.
