AI in Russia to be restricted: Ministry of Digital Affairs proposes introducing "censorship" for neural networks

Filters will cut off unwanted requests and responses

The Ministry of Digital Affairs believes that artificial intelligence in Russia should work with restrictions. According to Deputy Head of the Ministry Alexander Shoitov, it is necessary to introduce filters for neural networks that will control both incoming user requests and system responses.

I believe that artificial intelligence should be subject to censorship, unlike a citizen. We cannot censor people, they have rights. But specifically artificial intelligence - it should have censorship at the input and output that prohibits certain requests, questions.
Alexander Shoitov, Deputy Head of the Ministry of Digital Development, Communications and Mass Media of the Russian Federation

The idea is to limit the processing and generation of unwanted topics and reduce the risks of using AI.

At the same time, the Ministry of Digital Affairs is preparing a law on the regulation of artificial intelligence. The document has already been submitted for public discussion. It proposes to enshrine the very concept of AI, define rules for market participants and introduce mandatory labeling of content created by neural networks - including images, video and audio.
