The Ministry of Industry and Trade of the Russian Federation has given preliminary approval for the launch of a trade-in mechanism for the procurement of innovative open-top railcars with increased axle load of up to 25 tons. This was announced to journalists by the head of the ministry, Anton Alikhanov, on the sidelines of the International Transport and Logistics Forum.
The minister emphasized that the practical implementation of the program directly depends on budgetary capabilities. At present, specialized experts are analyzing potential sources of funding.
Recall that in July 2025, Russian Railways Deputy Director General Mikhail Glazkov had already proposed that manufacturers consider a trade-in scheme to accelerate the renewal of the freight fleet.
The introduction of the exchange mechanism will allow carriers to replace outdated railcars with modern models featuring higher load capacity more efficiently. This, in turn, will help reduce operating costs and increase the throughput capacity of railway infrastructure.
