The criminal case of the former Deputy General Director of Roscosmos, Oleg Frolov, regarding fraud in the creation of a pressure chamber complex for testing space, aviation, and nuclear technology has been returned for further investigation, according to Kommersant. The decision was made by the Prosecutor General's Office, which considered that the charges were not supported by facts.
Initially, the case involved the embezzlement of 435 million rubles, then the amount of damage was reduced to 270 million. However, the supervisory authority pointed to incorrect conclusions of the expert examination: it did not take into account the actual expenses of the contractor, which made the conclusion contradictory and incomplete.
The essence of the case is related to a contract for 2.7 billion rubles, concluded between the Krasnoyarsk "Krasmash" (part of the Roscosmos structure) and PJSC "Electromechanics". According to the Investigative Committee, Frolov colluded with a representative of "Electromechanics" and the director of the Moscow region LLC "Kobitek", as a result of which equipment was purchased at inflated prices. Now the case has been sent for additional investigation.
