The ship is being built for the Russian Navy in Kerch at the Zaliv shipyard ("Butoma Plant", part of Ak Bars Shipbuilding Corporation JSC).

The UDC "Ivan Rogov" was laid down in Kerch on July 20, 2020. According to satellite images, the maximum length of the hull of the Project 23900 ship is 219–220 m, and the width is 38–40 m.

This ship will become the largest warship built in modern Russia by a very large margin.

According to data from open sources, ships of Project 23900 are capable of transporting up to one thousand marines, up to 75 units of military equipment, helicopters and landing boats. The displacement will be about 40 thousand tons, which corresponds to the French "Mistrals", the purchase of which was disrupted in 2015.
