By 2031, the Siberian power system will receive more than 2.4 GW of new generating capacity, according to TASS, citing the "System Operator." All competitive procedures have been completed, and decisions on the construction of facilities have been made.

The largest project in the package is the Zabaykalskaya TPP, for the construction of which "En+ Generation" applied in December 2025. The station includes three power units of 350 MW each: the first is scheduled to be commissioned on July 1, 2031, reaching full capacity of 1.05 GW on December 1 of the same year. Capital expenditures on the project are estimated at more than 400 billion rubles.

In addition to the new TPP, the Scheme and Program for the Development of Russian Energy Systems for 2026–2031 provides for the construction of a 1,500 MW direct current transmission line with a length of about 1,420 km, which will connect the central and southeastern parts of the unified energy system of Siberia. In Buryatia and the Zabaykalsky Territory, an additional 1,050 MW of generation is expected to be commissioned.

The need for large-scale investments is explained by the projected power deficit: according to the regulator's estimate, by 2029, the southeastern part of the Siberian power system will be short of 1,225 MW. The construction of facilities selected in the 2024 competition should close this gap by the end of the decade.
