Domestic carriers will not be able to purchase new aircraft using their own funds. Problems may arise with raising financing for deliveries of new aviation equipment, aviation expert Oleg Panteleev said.
In his assessment, at current market rates, lending and leasing are impossible without subsidies from the state or other measures that reduce the effective leasing rate.
A great deal of money will be needed for the delivery of new aircraft: in fact, about 80–90% of the transaction value, airlines and lessors will have to raise from banks... and from the state.
Panteleev urged that the mistake of the 1990s not be repeated, when the government decided that a domestic civil aircraft manufacturing industry had become unnecessary for a country with significant income from raw material exports.
The main thing is not to allow dashes to start appearing again in the line showing the number of aircraft delivered.
The State Transport Leasing Company noted that discussions are underway on introducing a preferential rate of 2.5% for certain types of aircraft. For example, it will apply to the Il-114-300; with the Central Bank key rate at 15.5% , this is a significant support measure.
