Fraud of 100 Million Rubles Uncovered in the Production of Components for PD-14 and PS-90A

Law Enforcement Detains Top Manager of Perm's "Mashinostroitel," Sergei Mezentsev

The first deputy general director of the Perm plant "Mashinostroitel" ("PZ Mash"), Sergei Mezentsev, was accused of fraud and placed under house arrest. The amount in question is more than 100 million rubles.

According to the investigation, in 2022, Mezentsev and accomplices learned about the allocation of 1 billion rubles by the Ministry of Industry and Trade of the Russian Federation for the technical re-equipment of the enterprise.

During the preparation of the tender documentation, competition was artificially limited. Eight contracts were concluded with the Kolomna-based LLC "StanTronix" (CEO and sole founder Andrey Rozhkov) for the supply of equipment for a total amount of 878 million rubles.

At the same time, Rozhkov was allowed to change the nameplates on the machines — indicating other, previously agreed-upon manufacturers.

The money transferred to the company was cashed out through Dmitry Zaitsev's sole proprietorship, also from Kolomna, and stolen, according to law enforcement.

As a reminder, "Mashinostroitel" (part of the "Tactical Missile Armament" holding of Rostec) serially produces critical components for PD-8 aircraft engines for SJ-100 and PS-90A for Il-76MD-90A, including nacelle elements.

As part of the state defense order, the company provides the supply of high-tech components for tactical and strategic missile systems.
