Erroneous fines from cameras for lack of compulsory motor insurance may be excluded

In the future, the policy control system will be configured to prevent incorrect fines

In Russia, they want to introduce a system for automatically checking the availability of a compulsory motor insurance policy using photo and video recording cameras. Experts believe that motorists may face a large number of erroneous fines if they did not indicate the car number when concluding the compulsory motor insurance agreement. A representative of the National Insurance Information System (NSIS) reassured that the mechanism will be debugged to exclude such situations.

According to experts, the main difficulty lies in the identification of vehicles. In some cases, the registration number is missing in the compulsory motor insurance policies. This happens if the agreement is drawn up before the car is registered with the traffic police. The difficulty is that checking by registration number in the NSIS database may not display information about the policy. For correct verification, identification by VIN code is necessary.

The NSIS confirmed that the registration number may be missing in the system, but information on the VIN code will be available. Data on the vehicle, including the number and VIN, are stored in the archive of the State traffic inspectorate.

As explained by the head of the NSIS, Nikolai Galushin, today insurers can transfer only one vehicle identifier to the automated information system (AIS), according to the rules of the regulator. A year after the conclusion of the agreement, the data will be synchronized, and both the registration number and the VIN will appear in the system.

The system will work as follows: the NSIS will receive a request from the traffic police by car number. Then the information from the NSIS and the traffic police will be combined to get a complete picture — the registration mark and the VIN. This will allow you to pull up the compulsory motor insurance policy number and its validity on the date recorded by the camera. This will avoid issuing incorrect fines.

The bill on fines for the lack of compulsory motor insurance was adopted in the first reading on November 12. At the same time, only one decree will be issued per day, regardless of the number of cameras that recorded the violation. The amount of the fine will be 800 rubles for the first violation and 3–5 thousand rubles for the repeated violation. The innovation has not yet entered into force.
