The State Duma decided to reject the bill on the abolition of fines from cameras that are installed with violations. The State Duma Committee on State Building came to this conclusion.
The bill was developed back in 2021 by a group of senators. It was designed to protect car owners from unjustified fines. The senators insisted on the introduction of requirements for cameras, software and materials used for photo and video shooting, as well as the rules for their placement. In case of non-compliance with the rules, the fines should have been canceled. The absence of such norms in the code causes discontent among citizens regarding the work of control bodies, the parliamentarians emphasized. The bill was supported by the government in 2021, which confirmed the need for changes to ensure the legality and validity of fines.
However, later the State Duma Committee on State Building changed its position, and its head Pavel Krasheninnikov (United Russia) stated that the initiative was no longer relevant. Thus, the United Russia party believes that all the necessary laws for the operation of cameras have already been adopted, but the problem of unfair fines is still relevant. To solve it, deputies call for supporting control over the condition of the complexes and allocating a budget for their maintenance.
From the conclusion of the Committee on State Building, which appeared in the State Duma database, it became known about the recommendation to reject the amendments that were supposed to protect car owners from illegal fines from cameras. The State Duma meeting, at which it is planned to make a decision on the rejection of the bill, will be held on December 2.
