UEC-Saturn (part of the United Engine Corporation of the Rostec State Corporation) prevented the acquisition of a batch of strain gauges with erroneous characteristics, which could disrupt work on key aviation projects. The decision was made by the Ninth Arbitration Court.
The problem surfaced during the bidding process, when the company noticed discrepancies in the application of "High-Precision Measurements", after which it was removed.
The second participant, Megastroyproekt, insisted on concluding the contract and appealed to the Federal Antimonopoly Service (FAS), which sided with it.
On November 14, the court confirmed that UEC-Saturn has the right to restart the procedure, because the documentation really needed to correct its own mistake - instead of the required 120 Ohms, the technical task indicated 350 Ohms. According to Rostec rules, bidding must start again if there is only one participant, which caused the pause.
The court noted that UEC-Saturn is not seeking to disrupt the procurement, but to create competitive conditions and the required characteristics of measuring sensors. The court decision has not yet entered into legal force.
In aviation, strain gauges play a critical role, especially in matters of safety, testing, structural condition monitoring and weight optimization. They are used to measure and control mechanical stresses and strains in real time.
As a reminder, UEC-Saturn is the main manufacturer of the PD-8 engine for the SJ-100 civilian airliner.
