The former Volkswagen and General Motors plants in the Kaluga region and St. Petersburg will receive financial support. Plans are in place to invest 90 billion rubles in the enterprises.
The plants will produce not only cars, but also electronics, gearboxes, and engines. The GM enterprise will receive 37.1 billion rubles, while approximately 50.6 billion will be invested in the former VW plant.
Car production at the General Motors site will be налажено in St. Petersburg in early 2026. The total investment over 15 years will amount to 46.43 billion rubles.
The enterprise has not been operating since 2015 due to the departure of the American auto concern from Russia. In early 2025, the plant was transferred to the company "Art-Finance" (now known as "Automobile Plant AGR").
