Ministry of Industry and Trade Punishes Developer NPC Elvis for 78-Day Documentation Delay

Russian microprocessor developer NPC Elvis has been fined almost 50 million rubles for disrupting the first stage of work on a processor for integrated modular avionics of combat systems. The delay was 78 days.

NPC Elvis was supposed to complete the development of a preliminary design for the "Processor-IMA-BK" R&D project by June 2, 2025. However, the company submitted the documentation only on August 19. For this, the ministry issued a fine of 49.1 million rubles.

The size of the sanction is explained by the large amount of the contract — 1.1 billion rubles. It was concluded in December 2024 with terms of execution until the end of 2027.

Alexander Timoshenko, CEO of Trinary Technologies LLC, explained that the development of a heterogeneous processor for modular avionics of combat systems is a strategically important area that determines the appearance of future domestic combat aviation.

According to him, the development allows creating compact, powerful and "smart" onboard computing systems capable of simultaneously processing data from dozens of sensors, controlling the flight, searching for targets, jamming and using weapons.
