Roskomnadzor has proposed abandoning the institution of consent to the processing of personal data and replacing it with industry standards. This was announced by the head of the department, Andrey Lipov.
According to him, the current practice is outdated: citizens sign many such documents and cannot track their use.
Lipov proposed moving to industry regulation, when one set of personal data is used for a specific industry — for example, for a tourism company or an educational organization. After the standards are developed, it will be possible to organize control and supervision.
The Roskomnadzor initiative has been sent to the government for inclusion in the second package of measures to combat fraud and is scheduled for consideration by the State Duma before the end of the autumn session of 2025.
Earlier, the agency noted that companies often collect an excessive amount of personal data and do not comply with the requirements for its deletion after the purpose of collection has been achieved. According to the law "On Personal Data" of 2006, consent is usually documented or through the actions of the subject (for example, by ticking a box), and can be withdrawn at any time. For minors or incapacitated persons, consent is given by parents or guardians.
