Difficulties in labeling calls arise due to the lack of a unified tool and mechanism that takes into account the specifics of small companies

More than 60 regional telecom operators have sent a collective appeal to Prime Minister Mikhail Mishustin requesting changes to the call labeling rules. The current rules, proposed by the "Big Four" operators, discriminate against small companies, which will be forced to raise prices by more than 40%. In their appeal, regional operators propose implementing labeling through a unified state system called "Antifraud," which would reduce costs.

As a reminder, starting September 1, telecom operators must label calls from legal entities, but the system is not yet fully functional. For the "Big Four" operators, labeling costs an average of 30 kopecks per call attempt. This fee is charged regardless of whether a connection was established or not.

The signatories of the appeal ask for clarification of the wording and the introduction of a definition of mass and automated calls. Also, to reduce the time to implement labeling and its costs, the authors of the appeal propose using the existing Roskomnadzor information system "Antifraud" to verify calls.

The fact of interaction can be confirmed when transferring labeling through the "Antifraud" information system right now. This will not require government funds for refinement.

The government's press service confirmed receipt of the appeal and said that they sent it to the Ministry of Digital Development and the FAS for study. Federal operators and the Ministry of Digital Development believe that the "Antifraud" system is not intended for call labeling, the functionality of which is not designed to transmit information to the phone and to transmit data from the organization for labeling. The system can only check whether the call was actually initiated by a Russian subscriber or whether it is a number spoofing.

To identify mass calls, operators use special algorithms, the technology of which is a trade secret. At the same time, the main criteria for identifying spam calls are the mass and intensity of calls and the duration of the call.

Disclosure of the criteria and mechanics of applying anti-fraud and anti-spam rules can simplify bypassing protective systems, which will lead to an increase in spam and fraud.
