Currently, the Ministry of Transport, together with the Ministry of Economy, are developing methods for monitoring aviation fuel consumption and determining industry measures to limit emissions in accordance with the global CORSIA scheme for offsetting and reducing carbon emissions for international aviation, developed by the International Civil Aviation Organization.
The ministry explained that the measure will only affect airlines whose annual emissions on international flights exceed 10,000 tons of carbon dioxide. The calculation of each airline's obligations will be determined by its share in the total emissions of the Russian aviation sector.
If the established limit is exceeded, the carrier will be obliged to compensate for the excess emissions. The second option is to use low-carbon fuel, which will reduce the company's share in total emissions and, accordingly, its compensation costs.
CORSIA rules will become mandatory for Russian airlines from 2027. In this regard, on October 13, the Ministry of Economic Development published a draft law on the federal portal of draft regulatory legal acts, establishing industry measures for regulating civil aviation for participation in CORSIA. The draft law of the Ministry of Economy also contains amendments to the Air Code of Russia and Federal Law No. 296-FZ "On Limiting Greenhouse Gas Emissions".
