GAS "Vybory" 2.0 is Autonomous from the Internet and Ready for Communication Interruptions

The Russian electoral system is facing a new challenge: internet outages in the border regions are complicating the conduct of remote electronic voting (DEG). This was announced by the head of the Central Election Commission, Ella Pamfilova, during a report on readiness for the Unified Voting Day on September 12–14.

According to Pamfilova, mobile communication interruptions are related to drone attacks on border territories. At the same time, interest in DEG remains unprecedented: more than 1.7 million people have applied to participate in electronic voting, and DEG will be used in 24 regions of the country.

To prevent problems with unstable internet, the CEC has equipped all election commissions with computers with stable access to the network and created public Wi-Fi hotspots in the regions. In addition, the "Stop Double" service has been introduced on the basis of the "Gosuslugi" portal, which prevents simultaneous voting of one voter twice.

The head of the CEC emphasized that the GAS "Vybory" 2.0 system is completely autonomous from the global network, operates on domestic software, and is invulnerable to external cyberattacks. In eight border regions, 6,589 reserve polling stations have been opened in case of emergencies, and 29,152 reserve points are provided for in other subjects.
