The Ministry of Industry and Trade of the Russian Federation is exploring the possibility of introducing cashback for manufacturers and buyers of domestic unmanned aircraft systems (UAS). This was announced by Andrei Ushakov, Head of the Department of Regulatory and Financial-Economic Support of the Unmanned Systems Department of the Ministry of Industry and Trade, at the "Drone Expo 2025" forum in Kazan.
Since the end of 2024, the Ministry of Industry and Trade has been maintaining a unified register of drone and component manufacturers. As part of the national UAS project, launched in 2024, support measures are in place for the industry, including preferential leasing with an annual rate of 3.5 to 8.5% and zero down payment, as well as subsidies for manufacturers that compensate buyers' discounts. The amount of subsidies depends on the type and weight of the drone: 20% for devices up to 4 kg, 30% for up to 30 kg, 40% for up to 500 kg. Grants of up to 100 million rubles are also available for developers and up to 250 million rubles for certification, and regions are provided with subsidies for the creation of scientific and production centers.
The conditions for receiving cashback have not yet been determined, and the issue is under discussion. Industry experts, including Yuri Kozarenko (Transport of the Future) and Nikolai Ryashin (Rusdronoport), believe that cashback at the level of 7–15% could stimulate demand for domestic drones, support production, and create jobs. However, Andrei Novikov, an engineer at Bauman Moscow State Technical University, pointed out the difficulties with regulating drone flights, which may limit the effectiveness of support measures.
The introduction of cashback is aimed at increasing the competitiveness of domestic UAS against foreign counterparts and developing the civilian use of drones.
