Head of the CEC Warns of the Risks of Using Artificial Intelligence to Create Deepfakes Before Elections

The head of the Central Election Commission (CEC), Ella Pamfilova, has called on legislators to establish rules for the use of artificial intelligence (AI) in elections. She noted that current legislation does not take into account the risks associated with this technology.

Pamfilova spoke at the "Territory of Meanings" forum in the Senezh management workshop. She warned that deepfakes and fake materials created with AI may be spread during the upcoming election campaign. This could affect confidence in the voting results.

What can this lead to? To undermining the legitimacy of elections, when it is possible to simulate possible violations and falsifications <...>. I am sure that we will cope, but a systemic legislation that goes far beyond the electoral processes is already ripe, it is simply knocking on our door.

The CEC plans to analyze the problems that arose during the unified voting day and propose protection measures. According to Ella Pamfilova, the development of new rules will be possible during the autumn session of parliament.
