The Rostec State Corporation is temporarily freezing the construction of three waste recycling plants in the Moscow region and Kazan due to a lack of funding. This was announced by CEO Sergey Chemezov to President Vladimir Putin during a working meeting. The decision is due to the high cost of borrowed funds and the lack of state support.
The plants, built under the management of RT-Invest (a subsidiary of Rostec), use waste-to-energy technology. This not only reduces the amount of waste disposed of, but also generates electricity. The first plant, launched in December 2024, has already produced 100 million kWh of "green" energy and processed 200 thousand tons of waste.
However, the project implementation faced difficulties: the pandemic, sanctions pressure and rising credit costs slowed down construction. The second plant is 92% ready, and its commissioning is scheduled for 2026. The remaining three facilities have been postponed until more favorable financial conditions appear.
The remaining three plants: two plants in the Moscow region, one in Kazan - we will have to freeze until better times, when there will be cheaper money or some kind of assistance from the state, if possible, appears.
Chemezov stressed that Rostec did not use budget funds, relying on loans, private investments and its own resources. Now the corporation is negotiating with banks for concessional lending. Initially, the total investment was estimated at 200 billion rubles, including infrastructure for waste sorting.
