Following Taxis, Carsharing May Switch to Ladas and Moskviches

A new bill proposes using only cars with a high degree of localization in carsharing services

The initiator of the law on taxi localization, Senator Andrei Kutepov, has sent a new bill to the government, proposing to oblige carsharing services to use cars with a high degree of production localization in Russia.

According to the initiative, cars used in carsharing must score at least 3,200 localization points, meaning they have a significant share of Russian components and are assembled in the country.

The explanatory note states that the carsharing market is growing rapidly: at the end of 2022, demand increased by 20%, and the fleet grew by 30–50%. In 2023, the number of trips in Moscow exceeded 50 million, with about 141,000 people using the service daily.

At the same time, in the fleets of some carsharing operators, the share of Chinese cars reaches 30–50%. According to him, this raises concerns in the context of supporting the domestic auto industry.

Kutepov emphasized that the development of car sharing and mobility-as-a-service is a long-term trend for Russian cities, and the introduction of localization requirements will help stimulate domestic production and reduce dependence on imported cars.
