The federal project "Development of the опорной сети аэродромов" ( опорной сети аэродромов Development) is transitioning to a new funding model — concessions using the котлового метода ( котлового метода method). The initiative will attract more than 124 billion rubles of extra-budgetary funds to modernize 28 airports. Three agreements have already been concluded: in Salekhard, Gorno-Altaysk, and for the construction of a new Omsk-Fedorovka airport.
The current concession system has drawbacks — high tariff costs can lead to an increase in the cost of services for passengers. To minimize this burden, Rosaviatsiya, together with Novaport Holding, VEB.RF, and Sber, proposes distributing costs evenly among all airports in the holding. According to calculations, the additional fee will average 150 rubles per passenger, and the collected funds will go towards returning investments.
This approach will help reduce risks for investors and make tariffs predictable. Legislative amendments to implement the scheme have already been agreed upon, and three new concession agreements are planned to be concluded from September 1 — in Kemerovo, Stavropol, and Chita. In parallel, the design of another 23 facilities is underway, with construction scheduled to begin in 2024.
The котловой метод ( котловой метод method) could become a key tool for the large-scale modernization of regional airports without a sharp increase in tariffs. Its success will depend on the balance between the interests of investors and passengers.
